Paul Rodger
CEO and Founder
CEO Paul is a businessman, developer and entrepreneur. He is the driving force behind Ocean Polymers which he created out of a desire to take responsibility for what planet his children will inherit. Paul has been working on and researching plastic recycling solutions for over 10 years, with some of the industry’s leading experts around the world.

Simon Bullock, ACMA
Executive
Simon has over 25 years of executive experience in finance positions in public and private companies operating in the UK and internationally. He has worked in strategic and operational CFO roles across the technology and financial services sectors, including at Caxton FX Limited, a provider of foreign exchange, international payments, and prepaid cards.
He has significant experience with AIM-quoted businesses, including Aurasian Minerals plc (now Adriatic Metal Services (UK) Limited), Merit Group plc, Bonhill Group plc, and OnTheMarket plc. Simon is a Chartered Management Accountant, having qualified in 1996.

Dr. Louis J. Circeo PhD, PE
Technical Advisor
Holding the position of Director of Plasma Research at Georgia Institute of Technology (the leading technology innovator in the United States), for over 12 years and currently appointed as the Chief Scientist at Applied Plasma Arc Technologies, a member of the Advanced Technology Development Centre, Lou is an industry expert in technology that is at the heart of our project.

Giovanni Potts
International Consultant
Giovanni Potts is an international consultant, partner, and general contractor with over 20 years of experience delivering complex construction projects to global standards. He combines technical expertise with strategic partnerships to achieve successful outcomes across diverse ventures. A strong advocate for sustainable development, Giovanni integrates renewable energy, eco‑friendly materials, and energy‑efficient designs into his projects, promoting environmental responsibility and resilience. Beyond construction, he is a passionate sports enthusiast with interests in boxing, mixed martial arts (MMA), and basketball, and has hosted sporting events that strengthen community ties and youth development. His vision is to demonstrate that modern infrastructure can coexist with sustainable practices, driving innovation, environmental consciousness, and community growth.

Dr John Hassard
Technical Advisor
John Hassard has led on the development of an important Intellectual Property portfolio for the last 25 years; alongside his work in plasma systems, he has been working in the Quantum Black Butterfly since he co-authored the seminal Quantum Dots paper (2000), and owns the QBB patent. He has been developing renewable energy solutions for the last 22 years and has developed the Solar Vortex Tower for over 15 years.
